TESPAM is an independent research and delivery institution that shapes Turkey's energy agenda rather than merely consuming it.
The Turkish Centre for Energy Strategies and Policy Research (TESPAM) was established in 2005 to close a significant structural gap: Turkey consumed the global energy agenda intensively, yet had no independent, large-scale civil knowledge infrastructure shaping it. From that starting point, the institution has grown without interruption for more than two decades, adding capability year on year rather than through step changes.
Today TESPAM is the most productive energy-focused civil research institution in Turkey, and one of the few in its region that can combine academic rigour with field-level commercial delivery.
TESPAM is not a single legal entity but a group that brings together foundations and associations, commercial companies, and research institutes and centres under one governance framework and one brand. That construction is deliberate: the civil and academic bodies generate the knowledge, standing and access; the companies convert them into services that a ministry, a national oil company, an operator or an investor can contract.
TESPAM is governed by a President supported by three Vice-Presidencies — Academic, Commercial and Civil — with an administrative core comprising the Secretariat General, the Private Secretariat, the Strategy Directorate, the Presidential Advisors, the Diplomacy, Technology and Finance Offices, and a network of overseas representative offices. TESPAM's research is not limited to a single fuel or technology. It spans oil and gas, electricity and grids, renewables and hydrogen, nuclear power and critical minerals, energy economics and pricing, climate policy and the sustainable development agenda, and the geopolitics that binds all of them together.
TESPAM is known internationally for the quality of its long-horizon projections, chief among them the TESPAM World Energy Outlook 2100 and the Turkey Energy Outlook 2123. That knowledge base runs through everything the institution does, from TESPAM Academy's training programmes to TESPAM Group's engineering and advisory projects on the ground.
